Here goes... It is difficult to pinpoint but I will try. As some previous reviews have mentioned, there just seems to be something missing with this album.
To start, there are songs here which are truly great. "Blinded" (though hardly my favorite track) is absolutely perfect for the type of song it is; "My Hit and Run" is amazing. In addition to having great lyrics and a continuously smooth flow, both these songs also feature a heavy guitar riff Tony plays over the bridge which actually draws stark stylistic difference to anything former guitarist Kevin Cadogan wrote and it actually comes off as very fresh and interesting---this is an amazing feat considering how great of a riffs-man Cadogan was. "Faster" is another great song and the perfect album opener.
"Danger", "Crystal Baller", and "Palm Reader" are all very good songs.
It is the misses on this album though that set it apart from its predecessors. Take "Forget Myself" for instance. This song has the groundwork to be a very good 3EB song: it is set over a good "pop" chord progression with room to elaborate and run with; it has cool/clever lyrics about a subject, for many fantastical, yet for which Jenkins is a very believable narrator. However, the song almost immediately loses its momentum when the full band kicks in. Tony's riff here is extremely interesting but I can't help but think it would've been better suited for a solo somewhere and that the riff he plays over the end of the song might have been better for these parts. On the chorus Stephan repeats the same line over and over. Now to be certain, the man is genius so I will give him the benefit of the doubt that he was aiming for something here--repeating a line that is about forgetting something maybe. But whatever he was aiming for he just didn't hit as momentum feels lost again and the song ends up being very average.
"Can't Get Away" has a very cool guitar riff and groove. Something just didn't work with this one though. In general, the lyrics to this song are fantastic (though I cringe every time I hear "tater tots" for some reason) "I ride with souls who find no peace" and the whole idea of just not being able to shake someone is very deep and enticing material. There is a great song hiding in this one but it didn't come out.
When I first heard the demo of "A Wake for Young Souls" I thought it was an amazing song and that if they ever included it on a studio record it would be a real treat. I was wrong; the re-recording here is very average for some reason. . . it is a little bit faster than the demo and seems to lack the raw emotion. In addition, something is off about the very end of the song which again seems to be lacking emotion to me.
"Self Righteous" would have been an interesting song on another record but if feels out of place here for me and I have a difficult time listening to it.
"Good Man" has some great parts and great potential. One miss here is Brad's drumming. He has played a simple beat over a song in the past and it fit perfectly ("God of Wine", certainly the loftiest of examples and another album closer). However, here his beat just sounds boring and seems to make the song saunter along. The guitar/rhythm on the outro is a very bland way to end a 3EB album.
But it is not the end of the album, as we are treated to the hidden track "Another Life". This is a great song with great lyrics "I can't stay and I cannot wait, And I'm grateful to whistle past the grave yard gate" is one of my favorites on any 3EB album. Tony's guitar riff over the chorus is brilliant, similar to the examples I gave from "Blinded" and "My Hit and Run". If the bulk of this album is about a breakup then presumably Jenkins left this as a 'hidden' track because it is about moving on and wanted to create some sort of artistic distinction there. Very cool idea, and if the album itself were a little more solid on the whole it may have worked. I would have left tracks 11 and 12 off the record (certainly to re-appear as bsides or somewhere else as they are not bad songs by any means) and had "Good Man" as track 11 and "Another Life" as 12.
Long review I know but those are my thoughts. If you like 3EB then you will be pleased with this record as there are songs you don't want to miss here. But on the whole it's not going to leave you with the same epic perfection of their self titled debut, or create the eccentric and extraordinary grandness of Blue.

Good CD
A must for third eye blind fans. Very good CD. Not as good as Blue, but still catchy and energized. Overall worth the purchase.
Refined - and that's a good thing
The band has taken their strongest characteristics and refined them into an excellent blend of the pulsing high energy rock that is the core of their greatness. If you liked Third Eye Blind's previous two albums then you will likely enjoy this as well. If you only liked the experimental and fringe tracks from the previous releases then you will be disappointed, but if like most people you want more of the kinds of songs "Semi-Charmed Life" from their self titled album or the unreleased "Camouflage" from Blue then this album is for you.
Stands the pass of time greatly
I had the previous two albums, but I listened to "out of the vein" in the amazon's music sampler and I decided to buy it. I have bought this cd in 2008,years after its release. I think it's a great album, a few very very good songs that kicks a lot of guitar music that sounds now, and the most important thing, they create a very own sound that identifies them after listening a few seconds of any song. That's difficult to get. . I recommend it, the dvd is curious, too.
Wow
5 years since its release). I can't believe it took me this long to get around to hearing this CD (some 4. In short, its excellent. I am a huge fan of 3EB's first cd and I liked their 2nd cd but it really took a long time for that one to grow on me. Out of the Vein reminds me very much of their first album in that it hooks you straight away. I'm even tempted to say this one is as good if not better than their first album. Its that good. The sound that the band came up with for this album is great. Everything has a lot of depth to it and the songs have a greater amount of backup vocals than the ones from the earlier cds. Very well arranged and cool sounding. Every song on the cd is good with the exception of "Self Righteous". The female vocalist in that song sings off key and the song doesn't keep with the vibe of the rest of the album. If that song would have been left on the cutting room floor this would have been pretty much a perfect album.
