This song is fingerpicked, and it's
got a very interesting rhythm - it'd be best to check out the song for
yourself.
She plucks the notes hard on the first beat of the chord, and then crescendoes
through the rest of the chord - basically, listen to the song, it's a great
one.

Basic Verse/Chord Riff:
e |------------------------------------------------------|
b |------------------------------------------------------|
g |--------5-----5--5--5-------------5------5--5--5------|
d |------------------------------------------------------|
a |--------3-----3--3--3---------------------------------|
E |----------------------------------3------3--3--3------|

I am walking... Out in the rain, and I am

e |------------------------------------------------------|
b |----------------------------------3------3--3--3------|
g |--------5-----5--5--5---------------------------------|
d |------------------------------------------------------|
a |------------------------------------------------------|
E |--------5-----5--5--5-------------3------3--3--3------|

Listening to the low moan of the dial tone again

"Can't get through part":
e |--------------------------------|
b |--------3-----------------------|
g |------------------0-------------|
d |--------------------------5-----|
a |------------------3-------------|
E |--------3-----------------5-----|

At the end of some of the main riffs, she separates the notes of the
G chord instead of the normal picking pattern... It ends up like:

e |-------------|
b |--------3----|
g |------0------| (Let it ring)
d |-------------|
a |-------------|
E |----3--------|
              ...How hard we tried
