Guitar 1 plays these chords throughout the entire song. There is of
course the small changes in each chordm like leaving off the top string
to make it mellower or buzzing on the F chord. But these are the base
chords.

Then the strumming comes in, with Guitar one just keeping up with those
two chords. Guitar two picks the pattern off of the same chords, though
the C# is an octave higher and the F has been switched to make it easier
to play (for me). Guitar 2 has the embellishments again, stuff like:

And that sort of thing.
 
I hope that sounds right. To me it does, but I've been trying different
things for so long I may have just been desperate.
